E-commerce is a natural progression for the spreading of the Internet in all parts of the world, and because of the importance of execution speed, this technology which based on communications and information technology facilitates commercial transactions between the companies and between companies and consumers. The rapid developments in the world impose on us as Arab countries that we should go along with it. This has led to open new promising opportunities for manufacturers in the Arab countries to motivate and to use creativity and innovation to enter endless world of competition.

The concept of E-Commerce for global markets has its rules that we should follow. From here we must, as Arab countries to unite the perception of this subject in order to move rapidly and act as part of the system while it formed, so we could become an economic bloc and be a part of this system in laying the foundations, laws and legislation, in order of not being late and forced to others opinion. Some attempts were made by Arab countries level to organize, but did not reach to coordination at the level of all Arab countries.
